Dr. Gibbs served on the Board of Governors from 1990-1999 and was instrumental in shaping the Jacobs Institute's mission and structure.

The Charles E. He was actively involved in efforts to improve perinatal care in Texas and was a past professor in the Department of Obstetrics and Gynecology at the University of Texas Health Science Center at San Antonio.
